Russia Talks Shadowed By Recruitment Crisis

Plans for a Botswana embassy in Moscow are advancing as government confronts reports that citizens are being deceived into combat in the Russia-Ukraine war. Botswana and Russia have intensified talks over the possible opening of a Botswana embassy in Moscow, days after Gaborone warned that a growing number of citizens were allegedly being deceived into joining the Russia-Ukraine war. The diplomatic engagement gained momentum after a meeting between Russia’s Deputy Foreign Minister Gennady Borisenko and Botswana’s Permanent Secretary in the Ministry of International Relations, Tyco Ramodimosi, on 28 July 2026.

Russia’s Ministry of Foreign Affairs said the officials discussed strengthening bilateral cooperation in trade, economic relations, politics, humanitarian affairs and other areas. “Special attention was paid to the issue of opening a diplomatic mission of Botswana in Russia,” the Russian ministry said. The talks come amid growing concern in Botswana over citizens allegedly being recruited through fraudulent job schemes and sent to fight in the Russia-Ukraine conflict.

On 18 July, Botswana’s Ministry of International Relations issued a warning after receiving reports that increasing numbers of Batswana were being lured abroad through deceptive recruitment campaigns. The government said some citizens had been promised employment opportunities, only to discover after arrival that they were allegedly being forced into combat roles. “These individuals are often promised employment opportunities, only to discover upon arrival that they are being forced into active combat,” the ministry said.

The warning revealed that government had received distress calls from Batswana already on the frontline, describing dangerous conditions and seeking help to return home. “The Ministry continues to receive heartbreaking calls from Batswana already on the front line, describing the perilous conditions they face,” the statement said. The ministry warned that Botswana’s ability to provide consular assistance to citizens in conflict zones was ‘extremely limited’.
