Mozambique | Council of Ministers appoints Dino Foi as PCA of FNDS

The Council of Ministers appointed Dino Foi this Tuesday to the position of Chairman of the Board of Directors (PCA) of the National Sustainable Development Fund (FNDS), one of the most important public development financing institutions. Dino Foi, who possesses recognized management experience through the international organizations he has directed, led post-cyclone infrastructure recovery programs across central and northern Mozambique, particularly in Sofala, Cabo Delgado, and Nampula provinces. He played a key role in securing support for rebuilding educational facilities, health centers, and other essential social infrastructure, in addition to developing initiatives in education, healthcare, child protection, and food security.

The appointment was approved during the 21st Ordinary Session of the Council of Ministers, which also decided to dismiss Cláudio Borges from the position of Chairman of the Board of Directors of the FNDS. In the same session, the Government approved a resolution dismissing Domingos da Conceição Bié from the post of Chairman of the Board of Directors of the Mozambican Dredging Company (EMOGRADA, EP). According to the spokesperson for the Council of Ministers, Salim Valá, the Government also approved the Integrated Investment Program (PII) 2026–2030 and its respective integrated development poles—instruments designed to guide structural investments toward economic growth.

The Executive also reviewed updates on xenophobic incidents in South Africa and ongoing measures to support repatriated Mozambican citizens. During the session, the cabinet analyzed the performance review of the Post-Cyclone Idai Reconstruction Cabinet (GREPOC), as well as status updates on the Mphanda Nkuwa Hydroelectric Project, the Energy for All Program (Programa Energia para Todos), and the 13th Report of the Extractive Industries Transparency Initiative (EITI / ITIE). In the port sector, the Council of Ministers approved a resolution establishing the legal basis for incorporating a new area in Multipurpose Terminal IX – Phase B into the Maputo Port concession, a measure aimed at increasing cargo handling capacity. The Government further authorized the minister overseeing transport and ports to establish a technical team to negotiate the terms of the fifth addendum to the concession contract signed on September 22, 2000, with the Maputo Port Development Company, S.A., within the public-private partnership framework.
