The Government of the Republic of Mozambique, represented by the Minister of Education and Culture, Samaria Tovela, and the Confederação das Associações Económicas de Moçambique (CTA), represented by its President, Álvaro Massingue, have officially signed today a Memorandum of Understanding (MoU) to launch a new, collaborative era for thenation’s economic development. As Mozambique enters a period of significant expansion across priority sectors—including energy, agribusiness, and tourism—this agreement establishes a robust framework to ensure that national growth translates directly into sustainable jobs and opportunities for Mozambican citizens. The Government of the Republic of Mozambique, represented by the Minister of Education and Culture, Samaria Tovela, and the Confederação das Associações Económicas de Moçambique (CTA), represented by its President, Álvaro Massingue, have officially signed today a Memorandum of Understanding (MoU) to launch a new, collaborative era for the nation’s economic development.

Anchored by the Government’s skills agenda and supported by the World Bank’sSkills for Employment and Economic Transformation in Mozambique (MozJobs)program, this partnership aims to bridge the gap between large-scale investment and the local private sector. Central to the implementation of this agenda is theCTA Bureau of Local Content (BLC). Acting as the operational arm of the partnership, the BLC is mandated to coordinate and accelerate industry engagement, workforce upgrading, and local supplier development.

Central to the implementation of this agenda is the . “The CTA Bureau of Local Content is the key to transforming investment into real opportunities,” stated Adrian Frey, President of the Bureau of Local Content. “Our role is to ensure that the economic benefits of major projects are felt by Mozambican businesses and workers, whether through access to high-value contracts, structured internship programs, or the upgrading of SMEs to meet international standards.” The BLC’s work will focus on several critical pillars, including:
