Msunduzi residents and businesses are set to receive major financial relief after the municipal council approved a wide-ranging debt-discount campaign aimed at recovering billions in unpaid accounts while easing pressure on struggling consumers. The revenue enhancement initiative, which will run from May 1 to December 31, 2026, is designed to help consumers settle outstanding municipal accounts while contributing to the long-term financial sustainability of the municipality. Under the campaign, qualifying residential, business and other consumers may receive a 50% discount on eligible municipal debt, including service charges, property rates, interest and penalties, subject to approved terms and conditions.
Municipal spokesperson Ntobeko Mkhize said the campaign aims to provide financial relief to households and businesses struggling with accumulated debt, while creating an opportunity for consumers to regularise their accounts and maintain future payments. “In terms of the approved campaign, qualifying residential, business and other consumers may receive a 50% discount on qualifying arrear municipal debt, including services debt, property rates debt, interest and penalties. “The campaign further allows qualifying consumers to enter into structured payment arrangements, creating an opportunity for financially distressed households and businesses to rehabilitate their municipal accounts while remaining committed to future payments,” said Mkhize.
The initiative is expected to offer substantial benefits to residents by reducing financial pressure and making it easier for consumers to restore good standing with the municipality. Flexible payment arrangements will also provide relief to those facing economic challenges, enabling them to manage their accounts more effectively. For the municipality, the campaign forms part of a broader strategy to improve revenue collection, enhance cash flow and reduce long-outstanding debt.

Increased revenue recovery is expected to strengthen the municipality’s ability to maintain infrastructure, deliver essential services and invest in community development initiatives. Mkhize said similar campaigns implemented by municipalities across South Africa have produced positive results, including improved customer engagement, higher collection rates and stronger payment compliance.
