Proceedings at the Msunduzi council meeting got heated on Wednesday morning when some councillors became unruly during a debate on the adjustment budget. Several members spoke without recognition from the council speaker Eunice Majola. Majola was repeatedly forced to call members to order as councillors raised point after point of order, disrupting the sitting.
The tension flared after the municipality’s manager for Budget Planning, Implementation and Reporting, Sifiso Khoza, tabled the adjustment budget. In his presentation, Khoza reported that in May 2025, the municipality had projected a revenue collection rate of 86%. However, between July and December, the collection rate stood at 79%.
“Expenses from July to August 2025 were not moving at the expected trajectory. The actual revenue generated will increase from R9.5 billion to R9.7 billion by the time the adjusted budget is finalised on or before February 28,” Khoza said. Opposition parties were quick to criticise the presentation.

DA councillor Ross Strachan described it as rhetoric and political posturing, while EFF councillor Chuma Wakeni labelled it a “talk shop” that created opportunities for political elites to enrich themselves. ANC councillor Khulekani Msomi raised a procedural point, cautioning fellow councillors against grandstanding and campaigning during the debate. As tensions escalated, Speaker Majola issued repeated warnings, urging councillors to maintain order to ensure the smooth continuation of proceedings.
I don’t know what we can do — maybe even remove these cameras — because we are losing the council’s credibility. “People just want to grandstand out there, and they forget or neglect the work we are actually supposed to be doing,” said Majola.
