THE Zimbabwe School Examinations Council Amendment Bill, 2025, which seeks to amend the existing ZIMSEC Act [Chapter 25:18] fails to tackle the legislative gaps that have been exposed by the ongoing examination malpractices in the country The bill, which was gazetted on 17 January 2025, seeks to introduce new provisions that will enhance the powers of ZIMSEC to deal with examination malpractices and improve the integrity of the examination system However, a critical analysis of the bill reveals that it falls short of addressing the fundamental issues that have plagued the examination system in Zimbabwe The bill does not adequately address the issue of examination leakages, which have become a perennial problem in the country’s education system
