Sikhulekelani Moyo,Zimpapers Business HubThe Zimbabwe Independent Complaints Commission (ZICC) has revealed that since its establishment in September last year, it has handled about 29 complaints.This was announced at the ZICC Strategic Plan Review Workshop held in Bulawayo on Monday.Established last year, ZICC is mandated to address grievances related to misconduct by security services.Upon receiving complaints, the commission conducts investigations and makes recommendations on each case.In an interview on the sidelines of the workshop, ZICC chairperson Rtd Justice Webster Chinamora said, they have managed to investigate fairly and impartially the cases that have come to them.“As we indicated, we have received about 29 cases, which were fully investigated.
And in terms of the Zimbabwe Independent Complaints Commission Act, whenever we receive a complaint and we investigate it, we involve an observer who is nominated by the commander of the security sector that is involved.“That person works with us to ensure that what we are doing is not deemed to be something mythical, but they are aware of every step of the investigation and are aware up to the stage where we make a decision.”Over the past year, ZICC has made significant progress in developing a strategy to build trust with both citizens and the security sector.Rtd Justice Chinamora noted that the commission has met with various ministers overseeing different security departments, which has helped shape their strategy.He said:“As a commission, the fact that we have effectively built strategies between us and the security sector that we oversee, we relate to them very well.”“We have engaged directly with the ministers responsible for those security services.”The chairperson also said that since the strategic planning workshop held in February this year, the commission has demonstrated remarkable resolve, turning strategic priorities into tangible institutional achievements.He added that despite the many acronyms the commission has had to master—from ZICC to National Development Strategy 2 (NDS 2) to Integrated Results-Based Management (IRBM)—it has successfully recruited key personnel and established a strong presence.“I suspect our success is proof that when you give a dedicated team an ambitious plan, they don’t just meet expectations, they conquer the alphabet soup of governance,” he said.“Since that defining session, the ZICC has successfully recruited for key foundational positions, ensuring our secretariat is equipped with the professional expertise required to uphold diligence and integrity.“A highlight was the signing of the Integrity Pledge with the Zimbabwe Anti-Corruption Commission (ZACC).
This publicly affirms our dedication to maintaining the highest ethical standards, a commitment essential for an oversight body.”Rtd Justice Chinamora said the commission has proactively initiated robust stakeholder engagements and established professional channels with security services, among others.“Our international benchmarking visits provided us with invaluable, world-class insights, enabling us to tailor superior oversight frameworks for the Zimbabwean context,” he said.Leave a ReplyCancel reply
