Ray BandeSenior ReporterTHE Zimbabwe Defence Forces (ZDF) must not operate in a silo, and should embrace the Second Republic’s Whole of Government Approach in both solving the nation’s challenges as well as the implementation of community development initiatives, a Cabinet Minister has said.A whole-of-government approach is a strategy where different ministries and agencies work together across traditional silos to provide a coordinated and effective solution to a complex problem.This collaborative method aims to avoid fragmented policies, improve efficiency, and deliver seamless public services by combining resources and expertise from various parts of the Government to achieve common goals, such as improving national security or developing a greener economy.Defence Minister, Honourable Oppah Muchinguri-Kashiri who was represented by her deputy, Honourable Brigadier General (Rtd) Levy Mayihlome, said: “2026-2030 performance cycle, let us prioritise the Whole-of-Government Approach, ensuring that our contributions align with key Cabinet committees, including the Multi-Sectoral National Committee on Drug and Substance Abuse, which is chaired by the Ministry of Defence.”
