Zambia’s policy framework must be anchored on a closely integrated and well-coordinated approach that balances macroeconomic stability with inclusive economic transformation. Sustainable development cannot be achieved through isolated sectoral policies; it requires coherent planning and effective coordination across government institutions. While maintaining low inflation, fiscal discipline and sustainable public debt remains essential, these objectives must be complemented by policies that stimulate production, investment and job creation.

Macroeconomic stability should provide the foundation upon which productive sectors can thrive. The country should accelerate economic diversification by strengthening agriculture, manufacturing, tourism, energy and the digital economy, thereby reducing overreliance on copper exports and enhancing resilience to external shocks. A predictable policy environment, underpinned by strong institutions and the rule of law, is critical to attracting both domestic and foreign investment.

Government should also prioritize infrastructure development, affordable financing for SMEs and value addition to local resources to improve productivity and competitiveness. Equally important is sustained investment in education, healthcare and skills development to build the human capital required for long-term economic growth. Such an integrated framework will build a resilient and diversified economy, create decent jobs, reduce poverty and improve the quality of life for all citizens.
