ACTING Justice Minister Jack Mwiimbu says Bill 7 does not guarantee that the next head of state in 2026 will be President Hakainde Hichilema. He adds that President Hichilema is a democrat, stating that if he was mischievous, he would not amend Article 52 of the Constitution as it is currently advantageous to the UPND. Article 52(6) of the Constitution mandates election cancellation if a candidate dies, resigns or is disqualified after nomination.
And Mwiimbu says the Constitutional Court never nullified Bill 7. In a recent interview, Mwiimbu argued that the notion that President Hichilema would use Bill 7 to remain in power was a fallacy. “The [argument that the President wants to use Bill 7 to remain in power]… Do you agree that child defilers should be castrated?
