Suspended Ekurhuleni Deputy Police Chief Julius Mkhwanazi is expected to continue his testimony at the Madlanga Commission in Pretoria on Thursday morning, ahead of the much-anticipated appearance of suspended Police Minister Senzo Mchunu, who is also scheduled to testify. On Wednesday, Mkhwanazi detailed how he met tenderpreneur Vusimuzi “Cat” Matlala and became entangled in the controversial “blue lights” saga. Mkhwanazi faces allegations that he unlawfully facilitated the installation of blue lights on vehicles owned by Matlala without municipal authorisation.
The controversy centres on two memorandums of understanding (MOUs) he signed in October 2021, which created an unofficial relationship between the EMPD and Matlala’s companies, Cat VIP Protection Services and Medicare24 Tshwane District. Mchunu is expected to take the stand after Mkhwanazi concludes his evidence.
