The decision follows the detailed dossier submitted to theICCby the pressure group The dossier exposes Biti’s sustained efforts to undermine democratic governance and manipulate public institutions for personal gain and for the benefit of a criminal cartel working with international criminals The cartel captured allinstitutions of government in Zimbabwe Tendai Laxton Biti faces the following allegations before the ICC No.ICC-01/12-20/25dated 24 July 2025
According to the former Prosecutor General Kumbirai Hodzi a cartel made up of police officers, lawyers, prosecutors, magistrates and judges working in cahoots with powerful politicians has corrupted the justice delivery system in Zimbabwe The cartel rivals the power of government Some of the prominent members of the cartel who have been identified are:Martin Rushwaya, the chief secretary in the Office of the President and Cabinet, Grey Mashava, permanent secretary in the Vice President’s office, Chief Justice Luke Malaba, Attorney General Virginia Mabiza Deputy Chief Justice Elizabeth Gwaunza, Zanu PF spokesperson Christopher Mutsvangwa, Thabani Vhusa Mpofu, chairman special ant- corruption unit, known senior police officers, known lawyers and former first lady Mrs Grace Mugabe The God father is Tendai Laxton Biti, also referred to as the government lawyer for 30 years and also referred to as the Elephant in the room
Our submissions to the ICC as Rise Up Zimbabwe, are very clear and outline serious allegations, including Biti’s abuse of State institutions to subvert the will of the peopleand his calculated interference in the justice system He has consistently used the courts not to uphold justice, but to engineer rulings that serve narrow, cartel interests at the expense of ordinary Zimbabweans Based on the documents we submitted the ICC concluded that Tendai Laxton Biti has superior powers or influence over the entire Zimbabwe Justice System Biti faces very serious and gravest charges against humanity
The cartel has a string of high-end offshore companies, bank accounts and properties acquired from the proceeds of their illegal and corrupt deals The proceeds are spread over four continents and are in several Irelands Mauritius, Seychelles, Belice, Panama Isle o f Man and many others Birth of the CartelFrom 1981, Robert Gabriel Mugabe (Masuzyo Matibili ‘s son) demonstrated his desire to die in power at any cost In pursuit of his dream, he formed a parallel army the 5″ Brigade which he used to destroy the opposition party ZAPU
More than 20000 perceived ZAPU supporters were murdered Other ZAPU supporters in various parts of the country were terrorised with properties destroyed The terror ended in 1987 when a unity accord was signed Mugabe emerged as leader of a united Zanu PF
His one-party state dream was achieved The cartel was formed in 1996 by Robert Mugabe (Masuzyo Matibili) and his cousin Tendal Laxton Biti Their objective was to ensure that their one-party state ideology succeeds and that Mugabe be life President In 1997 Robert Gabriel Mugabe and his cousin by Malawian descent Tendai Laxton Biti schemed to form the National Constitutional Assembly (NCA)
