Government red tape has stalled KwaZulu-Natalβs ability to declare the foot-and-mouth disease outbreak a state of disaster β a delay that farmers say is costing them time, money and livestock as the crisis deepens across the province. Farmers warn they are running out of patience and options to protect their herds and livelihoods. While the government insists it is treating the outbreak as a disaster in all but name, those on the ground say talk and process are no substitute for vaccines, swift decisions and practical support as the crisis threatens food security and rural livelihoods.
Addressing the media on Friday, Ntuli said the government is treating the situation as a disaster-level crisis and accelerating vaccination and containment measures. With an estimated 2,5 million cattle, KZN has recorded 207 confirmed FMD cases, of which 187 remain unresolved. Ntuli said the outbreak is placing severe pressure on food security, livelihoods and the rural economy β but stressed that containment efforts are being intensified.
KwaZulu-Natal is facing a full-blown crisis as foot-and-mouth disease spreads across all districts. He said the provincial government has activated a multi-pronged containment plan focused on vaccination, farmer support, education campaigns and stricter enforcement of biosecurity measures. A joint operations structure is co-ordinating the response across departments.

A mass vaccination campaign will begin as soon as new vaccine shipments arrive. Doses are being procured from Botswana and Turkey through authorised importers, funded by both national and provincial budgets.
