ECONOMIST Dr Lubinda Haabazoka says government must not rush into regulating tobacco use, arguing that Zambia does not have a smoking problem. On Tuesday, Chief Government Spokesperson Cornelius Mweetwa disclosed that Cabinet had approved the Tobacco Control Bill, aimed at protecting the health of present and future generations from the consequences of tobacco.
