The Mozambican Government approved on Tuesday, 3 March 2026, the establishment of two interministerial committees to oversee and rapidly assess the development of liquefied natural gas (LNG) exploitation projects in the Rovuma Basin, Cabo Delgado province, in northern Mozambique. The decision to set up the Interministerial Coordination Committee for the Development Plan of Area 1 of the Rovuma Block, and another for Area 4 of the Rovuma Block, was taken through resolutions approved yesterday by the Council of Ministers. According to the Cabinet spokesperson, Inocêncio Impissa, the creation of these committees aims to “monitor and ensure the rapid and coordinated assessment of amendments to the development plans of the Mozambique LNG project in Area 1 and the Rovuma LNG project t in Area 4.” He explained that the establishment of these committees “is justified by the financial and strategic scale of these two projects, which are structuring,” and by their expected direct impact on the country’s future public revenues.

Inocêncio Impissa added that the liquefied natural gas projects contribute to stimulating the national economy, enhancing local content, and positioning Mozambique internationally as a producer and supplier of liquefied natural gas to the global market. Mozambique has three approved megaprojects for the development of gas reserves in the Rovuma Basin, ranked among the largest in the world, off the coast of Cabo Delgado. These include a TotalEnergies project of 13 million tonnes per annum (mtpa), currently resuming operations after suspension due to terrorist attacks in the region, and an ExxonMobil project (18 mtpa), awaiting a final investment decision (FID), both located on the Afungi Peninsula.

Additionally, in the ultra-deep waters of the same Rovuma basin, Area 4, led by the Italian company Eni, has operated since 2022 with the floating Coral Sul unit and is advancing towards the second FLNG unit, Coral Norte, with production scheduled to begin in 2028.
