Mozambique’s National Hydrocarbons Company (ENH) and Baker Hughes have signed a memorandum of understanding in Florence, Italy, to establish a joint entity providing technical support services for drilling and exploration in Mozambique’s oil and gas sector. Under the agreement, ENH Exploration — a wholly owned subsidiary of ENH Serviços — will hold a 51 per cent stake, while Baker Hughes will hold 49 per cent, reflecting a long-term partnership aligned with the lifecycle of liquefied natural gas (LNG) projects. The consortium will compete to deliver services including well construction, completions and intervention, pressure pumping, wireline services, artificial lift systems, industrial chemicals, and subsea and surface pressure control systems.
The agreement also aims to strengthen local content and provide training for Mozambican professionals involved in the projects. ENH Exploration Chairperson Mónica Juvane described the partnership as a milestone for Mozambique, highlighting its role in developing national expertise and generating foreign currency revenues. She noted that similar models have been adopted by national energy companies in countries such as Angola, Brazil and Nigeria.
The initiative aligns with the Government’s strategy to develop skilled labour and expand local content, ensuring that financial resources linked to major projects remain within the national economy. Twelve Mozambican professionals are currently undergoing specialised training in Dubai, followed by on-the-job training within Baker Hughes operations. ENH, through ENH Serviços, participated in the Baker Hughes Annual Meeting 2026, held in Florence from 27 to 30 January under the theme “The Energy Equation”.

The event brought together more than 2,500 industry experts, policymakers and business leaders. The partnership comes as Mozambique advances its 2024–2034 Strategic Plan and prepares for expanded LNG production through projects including Coral Sul, Mozambique LNG (Golfinho–Atum) and Rovuma LNG. These developments are expected to increase demand for specialised services and skilled national professionals across the energy value chain.
