The Integrated Agency for the Development of Northern Mozambique (ADIN) believes that large-scale economic projects, budgeted at 2.3 billion US dollars, will boost development by creating up to 100,000 jobs by 2029. According to Francisco Magaia, head of the ADIN office in Pemba, capital of Cabo Delgado province, interviewed by AIM, the projects are based on an integrated approach grounded in three fundamental pillars: humanitarian assistance, stabilization, and economic development, in response to the impact of islamist terrorism affecting the province since 2017. “The volume of investments is around 2.3 billion dollars.

The resources come mainly from international partners, especially the World Bank. The programme’s execution level was 30 per cent by the end of 2025, and the priority now is to accelerate the implementation of projects”, he said. Magaia explained that to improve progress and monitoring, ADIN has launched the Northern Project Management System (SGPN), which allows for greater control over partners behind schedule and the measures that should be taken to ensure the completion of initiatives.

“The strategy also includes direct financing mechanisms for the private sector through the Conecta Negócios programme and a Catalytic Business Recovery Fund, which grants subsidies aimed at relaunching small and medium-sized enterprises affected by the crisis”, he said. According to Magaia, in Cabo Delgado, 23 companies recently received initial funding of between one and three million meticais (from 16,500 to 46,900 US dollars, at the current exchange rate) corresponding to 50 per cent of the total support envisaged for each beneficiary. “As soon as they demonstrate that they have applied for the first part of the funding, they will receive the second instalment.

In addition to business recovery, ADIN is focusing on the creation of industrial parks as engines of regional growth. In this context, the government has mapped nine industrial parks in the province of Cabo Delgado, designed as development hubs associated with large extractive and energy projects”, he said. Among the examples cited are natural gas exploration projects on the Afungi peninsula, ruby mining in Montepuez, and graphite mining in Balama and Ancuabe.

These anchor investments are expected to stimulate local supply chains and open opportunities for small and medium-sized enterprises. “The idea is to develop industrial parks of local and external suppliers around these anchor projects, fostering employment for young people. If we have between 5,000 and 20,000 workers on the project, the multiplier effect could generate between 20,000 and 200,000 indirect jobs in the supply chain of goods and services”, he said.
