LUSAKA Chief Resident Magistrate Davies Chibwili has advised former Ministry of Health permanent secretary Dr Kennedy Malama and seven others to explore a plea bargain agreement in a matter where they are charged with wilful failure to comply with applicable law, in relation to the procurement of 50 ambulances, before the case proceeds to defence. The eight are expected to open their defence on February 9, 2026. When the matter came up, Wednesday, Magistrate Chibwili encouraged the parties to attempt a bargain route, stating that the judiciary had been encouraging parties to enter such negotiations to see how best they could be resolved.
