Luapula pledges transparency as recruitment of health workers begins

Luapula Province Permanent Secretary, Prudence Kangwa, says the province is fully prepared to uphold transparency, merit and inclusiveness as the recruitment of health workers enters a critical implementation phase. Speaking in Mansa during a courtesy call by a delegation from the Civil Service Commission led by Commissioner Wendy Mulenga, Kangwa said the launch of the recruitment process was timely, especially amid heightened public expectations. “We are glad that this process has taken off.

There has been anxiety among citizens, but as a province, we want transparency and inclusiveness. This is a very delicate matter because it touches on employment and the lives of our people,” she said in a statement on Sunday. Kangwa said Luapula had built a strong record of community-backed recruitment over the years and remained committed to ensuring a credible and accountable exercise.

She noted that although government could not absorb all job seekers at once, consistent annual recruitment was producing measurable progress. “Like the journey of a thousand miles begins with one step, we have made steady progress. In the last four years, more people have been absorbed into the civil service, and we are hopeful this year’s process will equally proceed smoothly,” she said.

Commissioner Mulenga said the recruitment of additional health workers — announced by Hakainde Hichilemaon 12 September 2025 — would strictly follow the approved framework emphasizing merit, transparency and inclusiveness. Mulenga added that Provincial Human Resource Management Committees and district sub-committees had been established under the Service Commissions Act No. 10 of 2016 to ensure consistency, integrity and credibility in the recruitment process.
