Diana NhereraPresidential Affairs and Devolution Permanent Secretary, Engineer Tafadzwa Muguti has castigated local authorities operating within Harare Metropolitan for compromising service delivery.He was speaking at a strategic meeting between Minister of State for Harare Metropolitan Province Senator Charles Tawengwa and the town clerk and mayors for Harare City Council, Chitungwiza Municipality, Ruwa and Epworth Local Boards on Wednesday.Eng Muguti said it was quite evident from how Minister Tawengwa challenged all local authorities that the province is not at the same level as what President Emmerson Mnangagwa has directed local authorities to do.“In fact, as the Office of the President and Cabinet we have seen Rural District Councils performing better right now,” he said.“We are tired as the Office of the President and Cabinet, and we keep reiterating that the Constitution allows for Central Government to take back that devolved power if you do not use it well and if you underperform.”Eng Muguti suggested that there should not be any illegal vending in Harare, Chitungwiza, Ruwa and Epworth.“The second agenda is we say no to night vending, it’s illegal.

And I think as the citizens of Harare, we need to appreciate that during the night, we are also having illicit drugs and alcohol being sold under the shadow of night vending.“So, in the period, the President has declared a state of emergency on drugs and substance abuse, we need to know what people are selling, and it needs to be regularised.Eng Muguti said there is no more trading on the road servitudes.“Because some of the drains are being filled because we are allowing illegal trading on road servitudes.“People are selling their drinks, chibage and other things and when they are done, they are throwing those things into drains,” he said.Eng Muguti said some roads in Mbare are not accessible because of litter encroaching into the road servitudes.Sen Tawengwa has directed local authorities to make room for markets for women, youths, industrial hubs and others in their master plan.“So I pray and hope that in all our master plans, we are planning for vendors as well.
