The ANC in KwaZulu-Natal is at risk of being excluded from the organisation’s national general council (NGC), scheduled to begin on Monday in Gauteng, as the province struggles to meet deadlines set by the party’s national leadership. Earlier this week, the ANC’s national leadership nullified the KZN provincial general council (PGC) held in Durban on Sunday. Convening a successful PGC was a precondition for taking part in the NGC.
A gathering used to reflect on party policy, the PGC — which forms part of preparations for the ANC’s NGC — requires the participation of an adequate number of branches across the province’s 11 regions. While the ANC provincial task team (PTT), which organised Sunday’s PGC, hailed it as a success, the national leadership — citing insufficient branch participation — directed that it be reconvened. It has since emerged that most ANC branches in the province were ineligible to participate in the PGC because they had not held branch general meetings (BGMs), a requirement for PGC participation.
In a circular to KZN branches, the PTT co-ordinator, Mike Mabuyakhulu, said the provincial leadership would comply with the directive to reconvene the PGC. As per the communique of the national office dated December 2, 2025, the reconvened provincial general council (PGC) will take place on December 5 (today) at the Durban City Hall. Appointed in February to stabilise the ANC in the province after major losses in last year’s general elections, the 67-member PTT’s main task was to prepare branches for regional conferences, which ANC secretary Fikile Mbalula said should be concluded before the start of Monday’s NGC.

“It is important that all outstanding processes related to the 2025 conference roadmap be finalised to ensure organisational stability and a smooth transition into preparations for the 5th national general council, scheduled to take place from December 8-11, 2025,” he said. University of KwaZulu-Natal (UKZN) political expert Zakhele Ndlovu blamed the situation on the party’s national leadership, which he said imposed extremely tight deadlines.
