The Government has awarded the concession for the management of the Implementation Unit of the National Industrialise Mozambique Programme (PRONAI) to the Industrial Development Society of Mozambique, S.A. (SODIEMO), and approved the respective Terms and Conditions of the Concession. The programme aims to maximise the country’s agricultural, fisheries and marine potential, as well as its natural resources and geostrategic location, and to harness the demographic dividend of Mozambique’s population, characterised by a young and productive workforce.

Data from the National Institute of Statistics (INE) indicate that the contribution of industry to Gross Domestic Product (GDP) between 2015 and 2023 averaged 8%. The Africa Industrialisation Index 2022, published jointly by the African Development Bank, the African Union and the United Nations Industrial Development Organization, highlights: “Mozambique was the Portuguese-speaking African country (PALOP) with the highest degree of industrialisation in the last decade (2010–2022).” However, according to the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries, the industrial system remains relatively basic, with a predominance of processing industries and a strong dependence on external aid and investment to drive industrial development. Even so, the Forum notes that Mozambique’s industrialisation process presents wide-ranging investment opportunities, mainly concentrated in the energy, infrastructure, agro-processing and manufacturing sectors. These sectors not only possess significant resource potential but, with the support of government policies and the inflow of foreign investment, are gradually developing into important targets for global investors.
