The Pan-African Parliament (PAP) is holding a crucial three-day Technical Consultation on the Draft Model Law on Climate Change at the National Assembly of Djibouti, running from 7–9 December 2025. The meeting was officially opened by the Speaker of the National Assembly of Djibouti, Rt. Dileita Mohamed Dileita, who stressed the need for “concerted and synergized efforts to minimize the negative impacts of climate change.” The goal, as outlined by Hon.

Abdallah Barakat Ibrahim, Vice-Chairperson of the PAP Committee, is to bring together consultants and key stakeholders to define the scope, structure, and substantive elements of the Model Law. This Model Law is a strategic, African-led move intended to harmonize climate governance across all African Union Member States. This effort ensures that Africa’s response to climate change is robust, coordinated, and rooted in continental priorities, paving the way for sustainable development and enhanced climate resilience for millions.
