BACKGROUND AND OBJECTIVESDe Beers will establish the De Beers Vocational TrainingInstitute (DVTI) as part of the transformative agreementsigned between the two parties in February 2025. Thismilestone marks a bold new chapter in the longstandingpartnership and supports Botswana’s national developmentambitions. The vocational training institute will unlockopportunities through skills development in the diamondindustry in support of Botswana’s aspirations to transition toa high-income economy by 2036.

The scope of the traininginstitute will be limited to sorting, grading, evaluation,commercial, cutting and polishing. De Beers aims to closelymatch training offerings by the planned vocational institute toindustry requirements.Therefore, engaging an Implementation Subject MatterExpert shall bridge the gap between technical teams andoperations to ensure translation of the DVTI vision to reality.DVTI shall be established as a national skills platform thatsets standards, enables progression and selectively delivershigh-impact training by December 2027. SCOPE OF WORK• Define the Operating and Sustainability model consistentwith study findings from a recently concluded study(findings to be availed)• Successfully implement DVTI consistent with the finalisedOperating and Sustainability model• Identify, select and appoint qualified required technicalsubject matter experts to deliver DVTI workstreams• Manage and account for milestones deliveries bytechnical teams.

Project management capability, trackingand monitoring tool/s are a requirement• Responsible for the supervision, reporting, troubleshootingand problem solving across all DVTI deliverables• Lead successful deployment of systems, technologiesand processes in alignment with business requirementsand best practiceDe Beers therefore invites bids from interestedorganisations/ consultancy firms that believe they havethe skills and technical capability to implement a trainingcentre to submit to the below email address and ensurethat evidence and references of past related works and/or performance (if any) is included. All companiesbased outside Botswana should indicate and explorepartnership with a local organisation or company.Note that submissions are requested on a non – committalbasis and meant to assist De Beers to assess suitability tooffer services. Shortlisting and evaluation will be made on themost suitable proposal received.The selected service provider is to perform all work in fullcompliance with the company’s Business Integrity Policy forthe duration of the service.

COMPLIANCE REQUIREMENTSDe Beers operates within a Precious Stones Protected area.All companies and their employees involved in delivery of theservice will be required to undergo a security and backgroundclearance process and will be subject to all De Beers internalsecurity and supplier registration procedures, including butnot limited to Safety, Health and Environment, BusinessIntegrity, and Anti Money Laundering considerations. SUBMISSIONSAll submissions should be sent via email and titledEXPRESSION OF INTEREST (EOI) – DE BEERSVOCATIONAL TRAINING INSTITUTE IMPLEMENTATIONSUBJECT MATTER EXPERT and must beemailed to & DBGSSProcurement@debeersgroup.com nolater than 4PM (CAT) 27 February 2026.
