Cyclist crash cases: Pedal Power Association calls for justice system reform

The Pedal Power Association urges immediate reforms in South Africa’s justice system highlighting ongoing issues in the handling of cyclist crash cases. ThePedal Power Associationis renewing its call for urgent systemic reform across South Africa’s justice system in its handling of cyclist crash cases. The association said in a statement that while the road to justice remains fraught with investigative delays and lenient bail conditions, a recent Durban High Court ruling had offered hope to vulnerable road users.

It said in the case of cyclist Veven Naidoo, who died after being knocked while cycling along the M4 in Durban in 2024, the PPA said the National Prosecuting Authority (NPA) had informed them that the court dismissed motorist Giuliano Contu’s appeal against his sentence. The appeal court confirmed the sentence of six years imprisonment that had been handed down to Contu and directed that he hand himself over to authorities to begin serving his sentence. “The PPA wishes to thank the NPA in Durban for seeking justice on behalf of Veven Naidoo’s family and the cycling community.

The PPA will continue to advocate for harsher sentencing and proper investigations and support from the NPA as we seek justice for all cyclists killed on our roads,” says CEO of the PPA, Neil Robinson. The PPA said it was also keeping watch on other matters: The organisation said it was calling for swift prosecutorial decisions on pending matters specifically regarding Grundlingh’s case, a review of lenient bail terms for repeat or high-risk traffic offenders involving loss of life, and prioritised SAPS investigations with prompt handling of vehicle-versus-cyclist crime scenes to prevent vital evidence from being overlooked.
