Calls for improved governance and accountability in Ekurhuleni Metropolitan Police

Gauteng MEC for Cooperative Governance and Traditional Affairs Jacob Mamabolo has called for tougher discipline, stronger governance and greater operational effectiveness within theEkurhuleni Metropolitan Police Department (EMPD), warning that decisive accountability and professional policing are essential to rebuilding public trust in the force. Mamabolo said the EMPD, which employs 2,077 officers, including 1,943 deployed to operational duties, plays a critical role in protecting communities. He welcomed the city’s continued investment in municipal policing but cautioned that expanding resources alone would not improve public safety unless accompanied by stronger leadership, enhanced frontline deployment and measurable improvements in operational performance.

He further disclosed that internal investigations over the past five years uncovered allegations ranging from bribery and corruption to abuse of authority and suspected collusion with criminal syndicates. The probes have resulted in 16 officials being suspended, eight dismissed and a further 15 disciplinary cases still awaiting finalisation. “Municipal law enforcement officers occupy positions of public trust.

It is therefore important that allegations of misconduct are dealt with swiftly, fairly and consistently. Timely disciplinary processes strengthen accountability, protect the integrity of the institution and provide certainty to both employees and the public,” said Mamabolo. He also welcomed the city’s decision to subject every EMPD officer to security vetting, describing the process as a crucial safeguard that will help restore credibility, reinforce ethical conduct and strengthen the department against corruption and criminal infiltration.

Mamabolo further urged the City to tighten oversight of its operational assets after revealing that 297 of the EMPD’s 1,498 vehicles are currently out of service due to mechanical failures, maintenance backlogs or accident-related damage. He also called for a comprehensive investigation after seven EMPD-issued handguns and one shotgun disappeared during the past financial year. While acknowledging the substantial financial burden associated with municipal policing, including overtime, fuel and fleet maintenance, Mamabolo stressed that every expenditure must translate into tangible improvements in policing, service delivery and community safety.
