HARARE-One of Harare City Council top official Retired Major Matthew Marara who was mired in a number of controversial scandal at the beleagured municipality has been dismissed from employment. In a letter seen by this publication from the acting town clerk Engineer Mabhena Moyo and copied to the acting human capital director,the former housing director was found guilty of two charges warranting his dismissal from work. “Kindly be advised of your dismissal from employment of the City of Harare with effect from 24 November 2025,the date you were suspended without pay and benefits.
“Your dismissal is in terms of Statutory Instrument 15 of 2006,Section 5(b) which provides for termination of employment of an employee found guilty of committing any one of the serious offenses outlined under Section 4 of the same code of conduct,”states the letter. “You were found guilty of facilitating the appointment of three(3) senior employees including yourself, to positions which had attracted Grades 2 and 3 during the Lorimark Job Evaluation process knowing fully well that the appointments had not been approved by the Local Government Board as required by provisions of the Urban Councils Act(Chapter 29:15,resulting in the employees including yourself,receiving undue salaries and benefits totalling Zig 4,111,168.88 and USD$18,362.05,”adds the letter. The embattled Marara was represented by his lawyers,Messrs Lunga Mazikana Attorneys during the displinary hearing chaired by Mr CW Guriro.
Marara will receive his terminal benefits marking the end of his controversial tenure at Town House. Matthew Marara, a few years ago resigned after being suspended on allegations of criminal abuse of office.He returned to work in June 2023, approximately 30 months later, claiming his resignation letter went missing.Surprisingly, in connivance with other corrupt council officials Marara recieved over US$350 000 in compensation for unpaid salaries and allowances during the time he time he had resigned. He is also accused of having employed a dozen of his unqualified relatives in various positions in the City Council which was largely percieved as a clear abuse of office.
