Advocate Peter Serunye, IDAC Deputy Director of Public Prosecutions (DDPP) testifies at the Madlanga Commssion of Inquiry. TheMadlanga Commission of Inquiryheard yesterday that former IDAC head AdvocateAndrea Johnsonhad put junior prosecutors in charge of a high-profile case against Crime Intelligence head Lt-General Dumisani Khumalo and co-accused without prior knowledge of their supervisors. The accused were charged with fraud and corruption for allegedly manipulating human resources processes to appoint civilian Dineo Mokwele as a brigadier.

Amid the revelations made at the Madlanga Commission, the charges have been withdrawn against Khumalo, Mokwele and others. Their case emanates from a Section 27 affidavit filed by MP Fadiel Adams, who initially complained to the Investigating Directorate Against Corruption about alleged interception of dockets by senior officers in cases he opened at Cape Town and Orlando police stations. The National Prosecuting Authority (NPA) recently announced its withdrawal of charges against the accused.

Testifying before the commission, Advocate Peter Serunye, IDAC Deputy Director of Public Prosecutions (DDPP), said he learnt about the accused’s arrest and court appearance on June 27, 2025, on the day they appeared in court. He also learnt that Advocate Joy Hlatshwayo, one of the most junior prosecutors on his team, headed the prosecution in the matter alongside Advocate Drushantha Ramsamy.Ramsamy was reportedly off sick on the day of court appearances, leaving Hlatshwayo to take charge.
