Mozambique approves new public service performance evaluation rules, adopts State debt regularisation strategy

The decision was announced on Tuesday by Inocêncio Impissa, spokesperson for the 22nd Ordinary Session of the Council of Ministers, who said the new regulation repeals Decree No. 55/2009 of 12 October. According to Impissa, the regulation sets out the principles, rules and procedures that will govern the individual performance assessment of State employees and officials.

“The regulation establishes the principles, rules and procedures to be observed in the individual performance evaluation of State employees and officials,” he said. During the same session, the Council of Ministers reviewed the decree approving the concession of the Machipanda One-Stop Border Post infrastructure in Manica Province, a project considered strategic for facilitating trade and improving the movement of people and goods between Mozambique and Zimbabwe. According to Impissa, the decree establishes the legal basis for granting the concession, under a public-private partnership (PPP), to a private operator that will be responsible for the construction, maintenance, management and eventual transfer back to the State of the infrastructure under the Integrated Machipanda Border Modernisation and Expansion Project, while also allowing the commercial operation of cross-border public services.

The government also approved a resolution adopting the Strategy for the Regularisation of State Debt to Suppliers, an initiative aimed at improving public financial management and strengthening confidence between the State and its commercial partners. Another instrument reviewed was the School Feeding Strategy 2026-2035, which aims to provide meals in all primary and basic schools across the country. The government believes the initiative will contribute to human capital development by improving children’s education, health and nutrition.

The Council of Ministers also reviewed the Second National Action Plan on Women, Peace and Security (PNAMPS II) for the 2026-2035 period. The document sets out a series of measures aimed at ensuring the effective participation of women and girls, particularly those affected by armed conflict, forced displacement, humanitarian crises and natural disasters, in peacebuilding, security, recovery and sustainable development processes. The session also reviewed information on the National Youth Week celebrations, which will take place from 5 to 12 August 2026.
