South Africans seek investor to resume luxury resort on Mozambican islands

The Industrial Development Corporation (IDC), a South African public financial institution, has launched a process to find a strategic partner to complete a private luxury tourist resort on the Topuito Islands in the Mozambican province of Nampula. The initiative was announced through an international expression of interest, accessed today by Lusa, which runs until August 14, for the Lux-Isle project—a Mozambican company created in 2001 to develop a high-end tourism enterprise on the Caldeira and Nejovo islands (also known as the Topuito Islands), located off the district of Moma in northeastern Mozambique. According to the IDC, the project foresees the development of a private five-star resort with 60 accommodation units distributed between Caldeira Island (13.5 hectares) and Nejovo Island (6.74 hectares).

The Industrial Development Corporation is a South African state-owned development finance institution dedicated to supporting industrial and investment projects across various economic sectors, including infrastructure, energy, natural resources, manufacturing, and tourism. In the announcement, the institution notes that it is searching for strategic partners with operational experience and financial capacity to invest in the project and support its completion, commercial launch, and long-term operation. According to the IDC, the Topuito Islands feature favorable conditions for luxury tourism, with warm waters year-round, stable climate conditions, and proximity to Nampula City—the third largest in Mozambique—which possesses an airport and other supporting infrastructure.

The institution adds that the region offers open-sea maritime activities and diversified cultural experiences, characteristics it considers suitable for positioning the enterprise as an upper-segment tourist destination. The islands are located off the coast of Moma district in Nampula province, a region known for its extensive Indian Ocean beaches, reefs, and areas of high ecological and tourist value. According to the IDC, interested parties must submit written expressions of interest by August 14, 2026, the deadline fixed for the closing of the selection process for the future strategic partner.
