The Federation of Small-Scale Mining Associations of Zambia (FSSMAZ) has urged government to review environmental compliance fees and regulatory requirements imposed by the Zambia Environmental Management Agency (ZEMA), arguing that the current framework is limiting the participation of ordinary Zambians in the mining sector. Association president, Joseph Mwansa, said the group’s recent working visit to China highlighted alternative approaches that could help Zambia unlock the potential of its small-scale mining industry through supportive policies, targeted incentives and flexible regulations. Speaking after the tour, Mwansa said the delegation visited world-class mining and agricultural equipment manufacturing facilities and engaged local authorities in Chenzhou, gaining valuable insights into how China supports small-scale miners.

“Our goal moving forward is clear: to explore how integrating mining and agriculture can create greater impact and long-term sustainability for Zambia,” Mwansa said. He noted that while China had established systems that encouraged participation by small-scale miners, Zambia’s regulatory environment, particularly environmental compliance requirements, continued to pose significant challenges for local operators. Mwansa stressed that the federation’s concerns were not intended to criticise Government institutions but rather to encourage dialogue aimed at improving the operating environment for small-scale miners.

“We raise these concerns not to condemn, but to collaborate,” he said. He disclosed that the federation was seeking an audience with President Hakainde Hichilema to present recommendations informed by international best practices that could help reform and strengthen Zambia’s small-scale mining sector. Mwansa also acknowledged that some of the challenges facing local miners stemmed from weaknesses within the industry itself, including inadequate planning and limited technical expertise.
