Traffic officers in Msunduzi Municipality have raised concerns over the return of their suspended chief, Zachariah Maluleka, who was removed from duty following allegations that he assaulted a subordinate. Maluleka has since been assigned to specific projects within the municipality, a move officials said is intended to limit contact with the complainant while internal disciplinary processes and related court proceedings continue. However, some officers have questioned the decision, particularly the rationale for placing him in a different operational environment.
His suspension followed a protest by traffic officers, who submitted a memorandum of grievances to the city, alleging that he assaulted a colleague and fostered a toxic work environment. Maluleka declined to comment and referred queries to the municipality’s communications unit. Municipal spokesperson Ntobeko Mkhize said the matter remains an internal employer-employee process and is confidential.
She said labour policies allow employees on suspension to be assigned alternative duties where appropriate to ensure continued productivity and avoid unnecessary expenditure. She said he has been assigned to assist with critical projects in a controlled environment aligned with his skills and expertise. She said the municipality is committed to accountability and due process, adding that any outcomes would be implemented in accordance with applicable frameworks. The alleged victim said he was surprised to learn of Maluleka’s return but declined to comment, citing the ongoing court case.
