NewsPoliticsHARARE – Citizens Against Economic Sanctions (CAES) Zimbabwe has suspended its Executive Director and Board Chairman, Martin Zharare, over alleged fraud and misconduct involving thousands of United States dollars collected for presidential borehole drilling schemes.In a letter released yesterday, the organization said the decision was reached at an extraordinary board meeting held in Harare. Zharare was suspended “with immediate effect until further notice” over allegations described as “gross and serious misconduct.”The board accuses Zharare of defrauding villagers in Binga Constituency by allegedly inflating borehole drilling costs from US$900 to US$1,800 per unit and misappropriating funds collected under a Presidential Borehole Drilling Scheme. According to the letter, US$84,600 was collected, of which US$42,300 is alleged to have been diverted.
A further US$25,200 meant for 14 boreholes was allegedly misappropriated, with the projects reportedly never undertaken.Additional allegations relate to activities in Bubi, Matabeleland North, where US$4,500 was reportedly collected for boreholes that were not drilled, and in Mashonaland Central, where US$10,800 allegedly collected for similar projects was diverted.The board also accuses Zharare of breaching organizational protocols, disregarding resolutions made at ZANU PF headquarters, and falsely claiming party authorization in ways that allegedly tarnished the image of both CAES Zimbabwe and ZANU PF.Further claims include the alleged misappropriation of more than US$10,000 from the printing of membership cards and T-shirts, and a suspected US$20,000 fraud involving a company identified as Africa Bird Company. The board also alleges that Pfumvudza agricultural inputs collected in the organization’s name did not benefit its members.CAES Zimbabwe said Zharare has been instructed to surrender all organizational documents to the Board Secretary and to refrain from conducting any CAES business or engaging members during the suspension.
