THE 2024 Auditor General’s Report on Local Authorities has revealed that the Nsama Town Council irregularly paid K284,461 resulting in an overpayment of K26,868 to two officers whose salary scale should have been K257,592. The audit report indicated that as at 30th September 2025, the funds overpaid had not been recovered. “An examination of financial and other records maintained at Nsama Town Council for the financial year ended 31st December 2024 and a physical inspection of selected projects carried out in September 2025 revealed the following; Failure to Issue Receipts, regulation 130 of the Public Finance Management (General) Regulations of 2020 states ‘An office holder shall, on receipt of public funds, issue a receipt form’.
