THE 2024 Auditor General’s Report on Local Authorities has revealed that 35 local authorities paid salaries totalling over K49 million to 605 employees whose positions were not on the establishment registers. The audit report revealed that 1,080 positions on the Establishment Register were filled by 1,685 officers, resulting in an excess of 605 staff members. “During the period under review, 75 local authorities had an approved establishment of 13,093 positions out of which 8,723 were filled leaving 4,370 vacant.
As at 30th September 2025, the positions which had been vacant for periods ranging from six months to 10 years had not been filled.
