THE Constitutional Court has dismissed an application by Lusaka lawyer Celestine Mukandila and Munir Zulu seeking to commence contempt proceedings against government and the National Assembly, in order to stop them from debating and passing Bill 7. Meanwhile, Speaker of the National Assembly Nelly Mutti has reserved her ruling regarding the move to take presiding officers and all MPs to court for presiding over and participating in the proceedings related to Bill 7. The case was commenced by Mukandila and Zulu against Attorney General Mulilo Kabesha, Speaker Mutti and all members of parliament for presiding over and participating in the Bill 7 proceedings.
