Getting yourTrinity Audioplayer ready…Kigali, Rwanda, 29 October 2025– As policymakers, researchers, farmers, civil society, and parliamentarians gathered for the 21st CAADP Partnership Platform and the 16th Africa Day for Food and Nutrition Security (ADFNS), it emerged that legislators and non-state actors have a key role in transforming Africa’s food systems.In a side event under the theme: “Reimagining the Role of Non-State Actors in the Next CAADP Decade: From Participation to Transformation,” stakeholders were challenged to move from dialogue to decisive action, from policy participation to transformational power.Africa’s agrifood systems stand at a pivotal crossroads. Ten years after the Malabo Declaration, progress has been made but unevenly.

The new Kampala Agenda seeks to reignite the continent’s commitment to food security, sustainable agriculture, and inclusive growth.Agnes Kirabo, moderating the session, opened the evening with a reflection on the long journey from Malabo to Kampala.Participants were mainly from the African Food Systems Parliamentary Network (AFSPAN) and the CAADP Non-State Actors Coalition (CNG).“We are going to watch the cinema of achievements: a film of our journey.

From lessons to action, from policy briefs to commitments, this evening is about celebrating how far we’ve come and setting the tone for the next decade,” Kirabo said.The evening featured a multimedia showcase of achievements, the relaunch of the CAADP Policy Brief, and the unveiling of a new magazine chronicling Africa’s collective progress toward food systems transformation.Chikondi Chabvuta, Chair of the CAADP Non-State Actors Group (CNG), captured the spirit of the moment:“Ten years ago, we stood under the Malabo Declaration. Now, as we embrace the Kampala Declaration, we must renew our commitment, not just to participation, but to transformation. We have seen governments make strides, women rise to leadership, and the private sector move from the margins to the center of dialogue.
